Background:
Led by DAI and funded by USAID, the Indonesia Community-Based Avian Influenza Control (CBAIC) project has three (3) primary focal areas: A) to reduce the risk of human avian influenza (AI) infections by intensifying the effectiveness and focus of community mobilization in key high risk districts to prevent and control AI in village poultry and in people; B) to reduce the risks of human AI infection and poultry outbreaks by integrating behavior change communication with community mobilization and linking with technical expertise from WHO, FAO and other USAID partners; and C) to strengthen GOI AI coordination and pandemic preparedness.
Responsibilities:
Reporting to the project Chief of Party, the Senior Community Mobilization Specialist will spearhead the project’s work in community mobilization to reduce human infection and transmission of the H5N1 AI virus. The incumbent will guide CBAIC team members develop a strategy to approach governmental and community stakeholders in high risk districts to introduce the program and obtain commitment before commencing activities. Community mobilization activities will address the practices and behaviors of communities, commercial poultry producers, public sector animal and human health workers, and those engaged in policy and advocacy efforts, as they relate to risk reduction of AI transmission.

Supervise 4-5 program staff in the development, direction and overall success of the community mobilization component of the CBAIC program

Lead activities for community support, awareness raising and prevention methods to engage community stakeholders to reduce the transmission of the H5N1 virus

Work with other poultry and human health technical partners in Indonesia (FAO, WHO, MOA, KOMNAS, UNICEF, etc.) to coordinate strategies and initiatives in community mobilization to avoid redundancy, to leverage impact of recommended CBAIC initiatives where possible, and to ensure sustainability of initiatives

Build on proven community mobilization strategies and approaches, adapted to the Indonesian context

Ensure all activities undertaken by his/her staff are implemented within USAID regulations and DAI policies

Support the monitoring & evaluation specialist to develop indicators and a system to measure the impact of community support and awareness activities in terms of improved adherence

Ensure all activities undertaken by his/her staff are implemented within USAID regulations and DAI policies

Provide regular reporting and updates to CBAIC and partners, as required

Qualifications:

• Masters in public health or relevant degree
• Ten plus years of experience working at the community level, especially with NGOs and local governments
• Proven history developing and implementing community mobilization initiatives, especially in infectious disease control and prevention programs
• Ability to build, lead, and manage teams of professionals
• Prior experience or familiarity working with bi-lateral and multi-lateral donors, including USAID, FAO, UNICEF, and WHO
• Understanding of and prior Indonesia experience preferred
