The United Methodist Committee on Relief (UMCOR) * NGO Unit (www.umcor-ngo.org) is a not-for-profit
organization that provides transitional development and relief assistance to communities in need around
the world.

Purpose:

The Program Development Officer (PDO) plays an important role in United Methodist Committee on Relief
(UMCOR) Indonesia's management structure, particularly because of the overall program?s high profile
within the UMC and its size. The UMCOR Non Governmental Organization Division?s mandate is to manage
relief and development projects primarily funded by government grants. UMCOR-NGO?s program areas focus
primarily in the field of transitional development, which include the following sectors: agriculture,
community development, health, shelter, income generation, relief, and non-formal education. The period
of this contract is one (1) year.

Essential Functions:

Identifies funding opportunities and coordinates UMCOR's application for them including where appropriate
writing the proposals; and identifies programmatic areas which are underserved by the NGO sector and
which UMCOR with its mission or wider institutional knowledge is well placed to fill. Follows
identification of the programmatic areas and the PDO will liaise with donors in order to identify funding
and make an application.

- Oversees the production of proposals according to the donor?s format or to UMCOR?s format when the
donor does not have one. While project assessment, information gathering and design is conducted in the
field, the PDO ensures that all information required for a properly structured proposal is gathered and
put into a comprehensive format acceptable to the donor.

- Submits proposals to UMCOR HQ for review seven working days prior to their due date liaison with the
UMCOR HQ staff to resolve proposal questions.

Once approved, the PDO is responsible for ensuring that the proposal has been submitted to the donors,
for answering questions raised by the donors in coordination with Field Coordinators and Program Managers
and for the follow-up of the proposal until its approval by the donor.

- Assists program staff in managing grants that have been awarded by donor by providing them with the
tools to ensure compliance with contractual obligations listed or referred to in the grant agreements
signed by UMCOR.

- Prepares and submits grants amendments (change in scope, budget, nature or location of the
projects).

- Liaises with UMCOR HQ with regard to grant issues including tracking sheets, changes, compliance issues
etc.

- Liaises with donors on grant proposal submission and grant implementation and compliance and reporting
matters in coordination with the HoM, Field Coordinators and Managers.

- Coordinates flow of information between Program Managers, Field Offices re: cross-sectoral grants and
new grants that may impact ongoing grants.

- Manages contractual compliance of the reports on implementation of grants awarded to UMCOR
Indonesia.

- Maintains and monitors schedule for grants reporting and tracking of donor reports;

- Coordinates with Finance Department regarding the production of financial reports;

- Edits all grants reports for content consistency and adherence to measurable objectives, activities,
indicators and timelines as indicated by the donors;

- Liaises with UMCOR HQ staff with regards to reporting content and submission guidelines; and
coordinates with UMCOR Indonesia staff on a Consistent and continual basis.

- Coordinates with the Finance Director/Manager ensure cash installments from donors are requested in a
timely manner in accordance with the grants dictate.

- Visits to the field on a regular basis to see project activities and address specific grant issues,
including assisting with capturing lessons learned and project evaluation.

- Prepares public relations information, stories and reports for use by HQ Communications

- Together with the Head of Mission, leads Country Program Design strategic planning

- Other duties as assigned by the Head of Mission.

Requirements:

The position requires a Master?s degree in International Development/Relations or related field and at
least 3 years of experience in grant management, program design and implementation, and fund-raising,
preferably overseas. At a minimum, the candidate must have successful program development experience and
excellent writing skills; proven knowledge and ability to provide foreign and US Government grant
oversight; and proven ability in program identification and planning. Successful past relations with
international donors is critical. In addition, the candidate must possess highly developed organizational
skills, NGO experience and knowledge of developing countries. Knowledge of Southeast Asia region
preferred.
