Our program currently includes activities planned for Aceh, Papua, Sulawesi, and the Malukus. SERASI is implemented by the International Relief and Develop (IRD), an
international non-profit organization in Indonesia.
JOB DESCRIPTION
Title : ICT Manager, SERASI Project

General Description of Role:
The ICT Manager will be based in Jakarta is responsible for leading
and managing in the design, development, integration and maintenance
of information and communications technology systems for the SERASI
program.
This position is to be locally hired and does not offer expatriate
benefits.
Responsibilities:
1. Provide leadership in the design, use and maintenance
of information and communications system to support the management and
implementation of the SERASI program. Systems include, but are not
limited to email, internet, file sharing systems, data storage,
associated with a progressive development program. Evaluate and
provide recommendations for improving system performance, and devise
new systems or programs (conducting feasibility studies as
appropriate) that improve the SERASI staff efficiency in performing
data management, analysis and decision-making tasks.
2. Direct the implementation of, SERASI's Performance Based
Monitoring System (PBMS), which will be specially developed for the
project by external consultants and which will serve as the main
platform for capturing project and performance for purposes of program
monitoring and reporting. This will include grants database,
monitoring indicators database, and geographic information systems.
Provide leadership in the development and implementation of associated
surveys and data management tasks (especially GPS points); ensure
accuracy, completeness and security of data entered into program and
project databases;
3. Supervise the set up and maintenance of computer systems
and servers in Jakarta and all field offices, including trouble-
shooting computer software and hardware problems and preparing
computers for use by program personnel; ensure the SERASI Jakarta and
field office IT networks and communication function continuously;
4. Advise in and supervise purchase of ICT equipment and software
for the SERASI project. Develop ICT policies and procedures for to be
applied throughout the SERASI program.
5. Ensure security and integrity of all program computer systems,
including installation and maintenance of appropriate hardware,
software, and redundant systems to ensure security and protect program
data.
6. Serve as technical advisor to the Information Officer in the
development and maintenance of a SERASI website, as well as user-
friendly photograph library for the SERASI team.
7. Relationships: Serve as internal and external focal point for
all PBMS activities; ensure one-to-one correspondence between SERASI,
IRD, and relevant USAID databases, and collaborate with USAID on data
system issues. Coordinate with the Information Officer in the
preparation and presentation to USAID of reports on the progress and
impact of program activities; direct all aspects of ICT and PBMS in
the SERASI program.
8. Reporting & Documentation: Development of a weekly project
plan for all PBMS activities; Draft monthly report documenting
accomplishments and outstanding deliverables.
9. Perform other duties as assigned by the Operations
Manager/CoP/DCoP.
10. Travel as needed in the execution of duties as needed (est 5-
10%), particularly to Banda Aceh, Palu, Central Sulawesi, and/or
Makassar, South Sulawesi.
Required Qualifications:
University degree in Computer Science or similar field (relevant
experience and a different university degree may substitute). Minimum
5 years experience working in a similar position in an NGO or an
international organization dealing with databases, GIS technologies
and IT networking. At least 2 years in managerial position required,
though longer is preferred.
Additional Preferred Skills:
- Having knowledge of English in speaking and writing
- Experience with SQL-based database administration, GIS methods
and tools as well as latest IT network and communication technologies
e.g LAN/WAN is required
- Highly developed ability to interpret documents
- Possess a technical understanding of information and data
management systems
